Hurricane Katrina and the aftermath From 911 to Hurricane Katrina the United States government has used many of its different resources to help with the aftermath. After every event that causes panic and destruction in the United States there is always someone there to help clean it up, from large companies to the people just wanting to help. When natural disasters and hurricanes strike its takes us to long to get everything taken care of and there are too many losses of life. When it comes down to it, Its not clear if the United States is truly ready for another emergency. On August 25, 2005 hell struck the southern states of the United States. Louisiana, Texas, Mississippi, Florida and parts of Alabama were taken over by the massive category 5 hurricane. Hurricane Katrina formed over the Bahamas on August 23, 2005 and then crossed southern Florida as a moderate Category 1 hurricane, killing some and causing flooding there before growing and strengthening rapidly in the Gulf of Mexico. The storm weakened before making its second landfall as a Category3 storm on the morning of Monday, August 29 in southeast Louisiana. It caused severe destruction along the Gulf coast from central Florida to Texas, much of it due to the storm surge and then made its way towards New Orleans where the most damage was caused. As the approaching storm starting growing stronger the citizens of New Orleans we told to evacuate. Many of the citizens did but some stayed. Many of the wealthy and middle class citizens, who had a place to go and money to support them left. The lower class citizens who had no money and nowhere to go, stayed and suffered. As hurricane Katrina mad land fall the destruction started, the winds and the rain were devastating peoples homes became flooded and families were trapped inside of their home and were killed. There were almost 2,000 deaths from the Katrina, hunderds of thousands of people with out homes, water, or food were left on the streets to fight for their lives. The Super Dome played a huge role in the shelter for the people who needed it most. People fled from their unsafe homes to find a spot in the huge covered football field. Many people where inside of the dome when the storm struck, and many came to it after. When staying in the dome you had what you brought with you, a blanket and a pillow and your family. The bathrooms were overflowing and the air smelt of death. People were pushing and shoving to find a spot to sleep in the crowed unsanitary place. If you were to walk outside of the dome and around the corner you would see the bodies of the men and women who didnt make it and who could not be brought in, many of them had a piece of paper with them stating the names of their family members so that after it was all over they could be buried. People went without food and water for many days, some were stranded on top of their own homes. Cars were under water along with some homes and buildings, many people couldnt swim so that was the death of them. The flooding came from the breaking of the levees. Why did the levees break? That was the question on everyones mind. The government should have had the levees in tip top condition, but they did not last very long into the storm. It is believed that because the poor maintaining of the levees most of the things that went under water and were destroyed and killed is the governments fault. That is a questionable statement to make, but the breaking of the levees played a big role in the destruction of New Orleans. As the hurricane came to an end many people came to the rescue, the first on site were the local police and fire departments, but they were not large enough to deal with the terrible conditions. The Coast Guard arrived soon after and many other small agencies, the rescue and clean up began. As there different groups of people started it was chaos no one knew where to even start. There were people living out of the super dome who needed help but also the people stuck in their homes. As the search and rescue began so did the death toll, house by house they number just went up. During the time of Hurricane Katrina President George W. Bush was in office. When news of what had happened in southeast states he did not get on Air Force One and fly down to show his country that he was there to help, he took off to another country to do business. It took the President 12 days to make his way down to New Orleans; he never set foot on the ground though. The president overlooked the city from the comfort of his plane. On April 27th 2011 a ramped F5 tornado took over the town of Tuscaloosa, Alabama. President Obama was down there and supporting the efforts within three days. The support that the people of Alabama felt from their President was much greater then the appearance that Bush made in the air. Federal Emergency Management Agency (FEMA) became part of the U.S. Department of Homeland Security on March 1, 2003. FEMA was established to ââ¬Å"support our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards.â⬠When FEMA was asked about Hurricane Katrina and what it was like down there they layed it all out on the table, they nor was anyone else fully ready to take on what had be done down there. They labeled it a disaster and a disaster is what it all was. ââ¬Å"A disaster, it strikes anytime, anywhere. It takes many forms a hurricane, an earthquake, a tornado, a flood, a fire or a hazardous spill, an act of nature or an act of terrorism. It builds over days or weeks, or hits suddenly, without warning. Every year, millions of Americans face disaster, and its terrifying consequences.(FEMA)â⬠If another emergency was to happen in the United States again the government would have a lot of work to do. When FEMA was added to the U.S. Department of Homeland Security they were thought to be the group that would be able to take care of everything. They are apart of the government she they should have enough money to prepare. At the point we are in with the national debt they money flow to FEMA and all of the other companies in very limited. If and when another emergency happens there is not going to be enough to help feed the people and shelter them. People living in danger zones should also have a plan for another emergency. Such as where they would go if they needed to leave and extra money would help too. Local police and fire departments need more training and funding. The locals are the first to be there and they have to start with the aftermath and if they are not prepared for it then everything starts to slow down and people are stuck in places they will not survive in. New Orleans is still not a clean place, many people had to move from there because they were homeless and the United States government has done nothing to help rebuild home for them. Brad Pitt is donating his time and money to build families homes And even the rapper Lil Wayne has donated his money to help rebuild his home town. Still no money from the government to help out the people that need it the most. When looking at the aftermath of it all and seeing everything that was done and the things that were not done you can see some positive in it. The people of New Orleans have grown stronger and have become more aware of the levees and the problems that come with them. Local police and firefighters have works on new training methods. When President Obama was asked if we were ready to take on another emergency like Katrina he said ââ¬Å"Yes, everyone makes mistakes, but you always get to learn from them.â⬠When the tornado swept through Alabama you could see an improvement in the actions taken by the government. Everything happened so fast, there was a plan and that plan is still in action, there are somethings that still need work but the improvements have been made with the timing and the recovery efforts. Before doing this paper, I got the chance to watch When the Levees Broke. It was an eye opening movie. Just being able to see what the people of New Orleans was going through was un real. People lost the ones they loved and their homes. As a United States citizen I do believe that because part of New Orleans was a very poor mostly black neighborhood that many people had no interest in what the people were going through. But the main point about it is that out government is pending to much of its money overseas taking care of disasters in other countries when our country has still not recovered from our own. Is the government ready to poor their money and help into the next place that needs it. The locals can only do so much they need guidance from the big men, we just need the big men to be there.

Ideological support for state independence Essay
Introduction In federal polity, there is a need to provide for regulations to balance federal and state authorities. The rights of the state and the federal government should be clearly defined so that there is no infringement of one by the other. There are many cases where states and local bodies feel that their rights are curbed such as usurping of environment related authority by the Federal Government in 1999. (Schoenbrod : 1999). While ideal conditions in a democratic polity cannot be assured, there is a general equilibrium which emerges. It is commonly believed that conservatives are in favor of greater independence to states from federal mandates while liberals are more inclined to give priority to the federal government. The universal applicability of this maxim may be limited by factors such as local interests, lobbies and other issues which may result in cross support by liberals and conservatives. But general veracity of this trend needs to be examined. The legislative collegiate comprises of two houses, the House of Representatives and the Senate. This aspect will have to be thus seen in relation to legislation carried out by both these bodies separately to establish it as a general rule rather than a house specific injunction. Ideological support for state independence from federal mandates receives greater support from conservatives than liberals as conservatives are inclined towards greater self government and prefer limited federal impositions on states as against liberals who generally seek limited state autonomy. The issue is being examined in detail in the light of legislative action in two cases as given below:- (a) Legislative action on H. R. 5 in the 104th Congress. (b) Legislative action on S. 640 in the 102nd Congress Legislative action on H. R. 5 in the 104th Congress Legislative action on H R 5 in the 104th Congress in 1995 resulted in the, ââ¬Å"Unfunded Mandate Reform Act of 1995â⬠,(UMRA), the aim of which was to restrict the practice of inflicting unfunded Federal mandates on States and local governments and provide for Federal Government to pay the costs that are incurred by States while complying with the requirements of statutes and regulations of the central Government. This is also deemed to include costs incurred in providing information of Federal mandates to the private sector and for other purposes. The Act thus seeks compensation for states arising from matters concerning federal mandates. Support of this act would deem to indicate sustainment of the primary thesis of conservatives providing greater support for state independence and liberals being in favor of the federal government. Text of legislation There is a need to specifically study the text of the legislation including its purposes and exceptions. The purpose of the legislation has been indicated as manifold. The main aim, as is normal in cases of state versus federal jurisdictions is to strengthen the compact between the Federal Government and States, local governments, and tribal governments. Given this aspect there is no reason to believe that there should be any resistance to this legislation as it is the constitutional obligation of all elected representatives to support state ââ¬â federal relationship. The other purpose stated is to end the burden imposed on states, local governments and tribal governments from Federal mandates which displace their priorities and which do not have the full consideration of the Congress. This is a significant purpose from the point of view of the hypothesis under examination for it seeks to end the imbalance which may be caused due to federal imposition on state and local government. Thus support of this legislation will imply that state is being favored vis a vis the federal government. The other stated purpose is also to assist the Congress, in considering proposed legislations for establishing or revising Federal programmes which comprise of Federal mandates affecting states, local government, tribal governments and the private sector by providing information about the nature and size of mandates in the proposed legislation and a mechanism to bring forth this information to the attention of the Senate and House of Representatives before, it votes on the proposed legislation. This too provides a very favorable outlook for protecting interests of states as full information of its impact on states is sought before a federal legislation affecting the state is brought into force. This is a binding feature which will enable legislators to seek full information on a large many acts if put forth before the Senate and the House of Representatives given the nature of legislations in a federal formation as that of the United States of America. The other stated purposes include promotion of informed and deliberate decisions by the Congress on the suitability of Federal mandates in any specific instance and to establish point of order vote on the considerations in the Senate and House of Representatives of legislation which has major Federal mandates. It is also designed to assist Federal agencies while considering proposed regulations which affect the states, local and tribal governments, to have a process to enable the elected and other officials of these bodies to provide inputs when Federal agencies are developing such regulations. Federal agencies are also required to prepare and consider the budgetary impact of the regulations of Federal mandates as these will affect the local and state governments. The agencies of the Federal government are to be enjoined to ensure that small governments are given special consideration in the process. This again is in favor of the local governments what ever their form be and imposes on federal agencies the burden of providing adequate information to these bodies before any legislation is moved especially affecting their fiscal powers or resources. There is strong support for small governments in particular. The final purpose is to establish a general rule that Congress does not impose any federal mandates on states, local governments and tribal governments without providing adequate funding for them to follow these mandates. Thus any support of this legislation can be considered in general as an ideological leaning towards states in the state-federal dyad. Perhaps the limitations given in the Act may provide a holistic projection of its impact. The Act is not to be applied to any provision in a Federal statute or a proposed or final federal regulation which impinges on the constitutional rights of an individual or it establishes or enforces any statutory rights that proscribe discrimination on the basis of race, religion, gender, national origin, or challenged or disability. It also requires for compliance procedures in terms of accounting and auditing procedures with respect to grants and other money or property which has been provided by the Federal government. The provision of emergency assistance is covered in the limitations which are quite natural considering the likely exceptional circumstances which should not restrict or limit its applicability. A final limitation is that of national security and the ratification for compliance of an international treaty as well as the emergency legislation of the President which has been included as a statute by the Congress. While these limitations have been included in the Act, these in no way can be construed to be providing the Federal government exceptional powers over state and other authorities in the normal course and are only applicable when individual liberties are likely to be infringed or an emergency arises. Thus despite the limitations, state authorities continue to find favor in the Act. There were 172 Co Sponsors to this Act which was led by Rep. William F. Clinger, Jr. , Rep. Rob Portman, Rep. Gary A. Condit, and Rep. Thomas M. Davis, who were all Republicans. 172 Co Sponsors in a house of 434 members represents strong legislative support of approximately 40 percent for the Act which could be considered as virtually apriori indication of its approval. This includes four Democrat sponsors for this legislation which suggests some division in the ranks of democrats which may not be purely on ideological grounds given the small percentage involved. While this strong support would have virtually guaranteed passing of this legislation in the Congress, the voting pattern will indicate that there was some resistance which was exclusively from the Democrats and one independent representing a total of 17 percent. This may establish that there are no doubt a percentage of liberals who are opposed to greater independence to states, though even within the liberal body their percentage is limited to approximately 35. 7 percent of the votes placed by Democrats. This decrees that this legislation has support by liberals as well and there may be grounds to believe that the support of liberals is issue based rather than based on ideologies. However there have been mixed reactions to the Bill which is considered by some as teeth less and difficult to implement. (Lund: 1995). A detailed quantitative analysis is being carried out with the help of tables below. The voting pattern as given in Table 1 clearly establishes the hypothesis wherein it would be seen that, Republicans have overwhelmingly voted in favor of this Act with 230 votes or a hundred percent going in for the legislation seeking compensation for the states. The liberal vote is split, with 130 Democrats voting in favor of the legislation and 73 against with one democrat having not voted. A percentage evaluation is being carried out of the votes polled in Ayes and Nays by the two parties in Table 2. It would be seen that 100 percent Republicans have voted for the legislation emphasizing the assumption of support of independence to the states. However the voting pattern of democrats can be seen to marginally challenge the assumption thus, as 63. 72 percent of the Democrats have voted in favor of the legislation, while 35. 7 percent have voted against it. This implies that there is substantial support amongst Democrats for providing compensation to states for Federal mandates which have been imposed against its interests. The issue thus may need consideration in a different light, to see if the pattern of voting by the Democrats has been on a general agreement of principle of fair compensation to the states when it is felt that these have been biased due to a Federal mandate or is it that Democrats too favor state rather than federal support in their approach to state ââ¬â federal relationship. If the percentage of votes of conservatives and liberals in the percentage of votes polled in Ayes and Nays is seen as in Table 3, there may be some general conclusions which could be arrived at. The percentage of votes in Ayes is 63. 9, Republican and 36. 1 Democrats thus confirming the trend in Table 1 and 2. The overwhelming votes polled in Nays were that of Democrats, which if the single vote not polled is included will lead to conclude that while conservatives do not support federal authorities on issues of federal-state relationship, there may be some difference of ideology amongst the liberals, a percentage of whom may be supporting legislation on grounds which may not be related to specific ideological leanings but on local issues. A summation of the issues covered in the analysis above will reveal that a study of the legislation as enacted including its limitations reveals that there is an overwhelming consideration of the rights of states, local governments and tribal governments in relation to these being infringed upon by the Federal government. The Act specifically proscribes such an event from taking place unless there is an emergency. The Act also deems that adequate information has to be provided to the Congress before any enactment to the contrary is made. It provides for budgetary support to other bodies when any fiscal harm is caused. The overwhelming support as given out by the quantitative analysis will reveal that it has a total backing of the conservatives and a portion of liberals as well. Thus the liberal vote could be considered as divided yet in favor of the state authorities over the centre of up to two thirds of the legislation. Suffice to say passing of the bill was welcomed by even President Bill Clinton, a Democrat. (Remarks of President: 1995). Thus it would be evident that ideological support for state independence from federal mandates has greater patronage of the conservatives than liberals. For any definitive conclusions another legislation is proposed to be examined.

My colleague Timothy advised me that nothing comes easy in marketing and I had to engage in corrupt dealings in order to sell the products. I had to use false information about the price in order to convince more clients. In his opinion, Insurance brokers from his home country excel because of skillful marketing tactics that do not conceal the hidden charges. Timothy points out that marketing does not look at the fairness in practice, competition nor pricing. This discussion brought about critical issues in leadership, ethical management and personality traits. This essay unfolds the ethical dilemma faced by leaders in the insurance industry. It focuses on the unit manager as a personal leader (Qi Ming-Xia, 2014). Level managers are responsible for setting a good example to subordinates or followers. Employees in the global businesses come from different backgrounds hence are guided by varied values and principles. Credibility Issues The main components of leadership focus on each leader as an individual. This is a personal approach to leadership. Aristotle one of the founding fathers of virtue leadership theories stated that effective leadership is a combination of ethics coupled with action(Levine Boaks, 2014). Although I had a different opinion about Timothys approach to leadership, we were both recognized leaders within the insurance company. In fact, it was commendable that his team received awards severally for sales performance. I could not help but admire his charming attitude and charisma, which endeared him to his teammates. Credibility in management practices calls for emotional intelligence as propagated by Daniel Goleman(Mohler, 2012). Leaders are different because of the influence that they have. Timothy was the best manager in the company because he had a rare ability to influence individual choices. However, he had his own perspective about leading and managing his team. His ideas of success were different from mine. Although he depicted performance through tangible results in sales activities, his model had questionable virtue. Goleman highlighted six models of leadership including commanding, pacesetting, democratic and visionary. In the case of Timothy, he was a pacesetter in the marketing department because of his vision to sell. Timothy focused on the acquisition of more customers regardless of the channel he used. In this case, the end justifies the means(Kemeny, et al., 2012). He set his pace based on self-direction and not standard procedure. We had both gone through business classes and Ethics was part of our professional training. However, my approach to leadership leans towards excellence and I like to build consensus through effective leadership that supports quality standards. I found this missing in Timothy because the corporate environment calls for affiliative leaders who connect with team members within a harmonious system. Visionary Leadership and Personality Traits In support of Goleman, contemporary leaders today develop ethical standards in personal leadership styles (Goleman, et al., 2013). In business leadership, emotions have a critical function because of self-awareness and decision making processes. I have personally faced challenges that made me choose between earning more money and making quality, sustainable decisions. Having personal values about business choices guides the self-regulation process. When I encounter huge business deals that may not have ethical procedures, I find myself tempted to ignore ethical values. Timothy was aware of the importance of performance in a result-oriented industry. Personal leadership defines a leaders attitudes, and practices. Engraved in cultural and ethical frameworks, this leadership approach is subjective. This explains why Timothys style of leading was different from mine. Although we were both unit managers, we approached our responsibilities from a different point of view. Despite the fact that Timothy was leading in the performance charts, I could not envy his management style because I felt that it was short-lived and did not have personal fulfilment. I had the right perception of success and it did not matter whether this had tangible results because my approach was more sustainable. In my opinion, my behavior did not focus on pleasing people but on doing the right thing. In order to develop the right management and leadership practices, I focused on a positive trait while Timothy represented a callous approach that did not emphasize on the process. He showed less commitment to his team members despite the fact that they liked his personality. His approach is popular in marketing and advertising where there is a tussle between ethics and business success(Boone Kurtz, 2013). Globally, insurance firms and service providers arise suspicion because of questionable ethics in product placement, pricing, professional conduct and quality service delivery. Multiculturalism According to Chhokar, et al (2013) leading people is about the core personality traits and unique values. These determine the type of leadership taken by industry leaders. Run by Indians, our insurance firm had no restrictions on morality and my colleagues included a conglomerate of Muslims, Christians and Buddhists. My perception of leadership is strongly based on spiritual values. I am a Christian who believes in making concrete decisions based on love for the neighbor and doing the right thing in fear of a supreme being. On the other hand, Timothy did not commit to any religion. Purporting to be an Atheist he ascribed to his own values defined by personal success factors. It is good that he respected all kinds of faiths,but his actions failed to show enthusiasm for any moral guidelines. His apathetic leadership practices did not consider service oriented leadership and he prefered to lead a small team than a whole group. In his vision plan, unit managers had better deals than branch managers because of the commissions. His idea of morality was centered on reflection and not action or exemplar leadership. He ascribed to the right management practices, which supported his outcome(Czinkota Ronkainen, 2013). Cultural values influence personal traits and some leaders are realistic while others are impractical. If I chose to follow Timothys approach of dishonesty, I would be pessimistic about building credible teams. During a HR appraisal process, it was evident that most of my team members found motivation in group participation while Timothys team members were indifferent and disorderly. They had no personal connection even though they produced positive sales reports. I came to the conclusion that the professional work environment provided a perfect setting for leaders to demonstrate their abilities as leaders and to gain the right perception about work. Leadership Theory So what exactly is leadership? Timothy stands out as a leader in his own way but I recognize my personal leadership style as more respectable. One of the critical assumptions about leadership is that it comes naturally. However, I ascribe to the behaviorist approach, which concentrates on tasks and relationships(Goleman, et al., 2013). This is different from traits based leadership adopted by Timothy, which comes out as selfish. In his style of leadership, competition was key to performance. His functional group in the organization often encountered challenges helping customers to understand the importance of life and health insurance. On the other hand, my unit had a convincing approach because we were honest when explaining our business approach to our clients. Behavioral leadership looks at the characteristics of the leader, and the connection to the followers. In my team, people are more important than money. My followers were keen on the clarification of each activity we undertook because it brought out our skills in sales and unique attributes. We overcame barriers and took advantage of opportunities while emphasizing on values. We organized our sales strategies around the companys core values among them integrity and customer service. On the other hand, in Timothys team individuals had divergent goals based on assumptions like charisma and performance ability. Professional expertise calls for effective leadership, collaborative teamwork, and behavioral support systems. Like other leaders, Timothy had the ability to engage others into sales actions. However, his team lacked a leadership model to define the teams core traits and values. Influenced by individual philosophies, Timothys leadership style lacked morality and missed the critical professional ethics. In order to harmonize his leadership approach with quality leadership, he needed intellectual abilities that remain intact when tested. In Machiavellis word, I support leaders who remain true to virtue in the midst of competing interests(Chervenak, et al., 2013). Conclusion The consequences of following virtuous leadership may not always bear immediate positive results. However, in the end virtue comes out as successful. Timothy may have won a number of awards for leading the best performing team, but his approach exhibited vices. A deeper analysis of his victory reveals loopholes and unnecessary risks. Like other businesses today, insurance companies incur loses and legal suits because of failure to commit to their agreed service plans. Customers around the globe feel duped in business by money hungry business leaders who focus on profits while neglecting the non-tangible value approaches. I have learnt to differentiate between leadership and personal interest because of real life examples by counterfeit leaders who promote chaotic leadership.
